Requires the Department of Land and Natural Resources to hold at least one public meeting in the geographic region before designating industrial parks on public lands.

Allows contiguous areas for industrial parks to include existing roadways that provide access to or within the park.

Removes the requirement that private parties developing industrial parks be selected through competitive procurement processes (sections 103D-302 or 103D-303).

Expands provisions for dislocated lessees to include those displaced by mutual agreement termination of leases with the State, in addition to those displaced by eminent domain.

Changes terminology from "permittee" to "tenant" throughout statutes governing industrial park leasing and eligibility requirements.
