Increases annual vehicle registration fee from $25 to $45 for all vehicles and motor vehicles in Hawaii, including antique motor vehicles.

Increases state highway fund deposit from $20 to $40 per annual registration fee, while maintaining $5 deposit to emergency medical services special fund.

Restricts fees collected under section 249-31 to use only for purposes specified in sections 248-9 and 321-234, prohibiting transfer to General Fund or other funds except as allowed under section 248-9(3).

Requires counties to collect the state registration fee together with county vehicle registration tax and transfer collected moneys to the State on a staggered basis.
