Removes restrictions limiting tuition assistance to "company grade" officers (ranks 0-1 through 0-3) in the Hawaii National Guard, allowing all officers to be eligible.

Expands tuition assistance eligibility to students working toward any degree at the University of Hawaii, while giving priority consideration to undergraduate degree students.

Appropriates $1,000,000 for fiscal year 2011-2012 and $1,000,000 for fiscal year 2012-2013 to fund tuition assistance for Hawaii National Guard members attending the University of Hawaii system.

Requires the Department of Defense to administer and expend the appropriated funds for tuition assistance purposes.

Effective upon approval, with the appropriation section taking effect on July 1, 2011.
