Establishes a voluntary short-time compensation program under the Department of Labor and Industrial Relations to help employers avoid layoffs by allowing employees working reduced hours to collect partial unemployment benefits

Requires DLIR to adopt rules implementing the short-time compensation program, conforming to model language provided by the federal Department of Labor

Includes a savings clause to ensure the program does not adversely affect federal funding

Effective date set for July 1, 2112 to allow for further discussion and refinement

Recommends that the Committee on Finance investigate available employment and training funds to help offset program costs
