Amends Hawaii Revised Statutes Section 444-2 to exclude materials costs from the $1,000 aggregate contract price threshold for the contractor licensing exemption.

Changes the exemption calculation so that only labor, taxes, and other items (not including materials) count toward the $1,000 limit.

Maintains all existing restrictions on the exemption, including that it does not apply when a building permit is required or when a project is divided to evade licensing requirements.

Effective upon approval.
