Amends Hawaii Revised Statutes Section 134-11(a) to add a new exemption for retired law enforcement officers from certain firearm and ammunition regulations.

Retired law enforcement officers who qualify under Title 18 United States Code section 926C are exempted from sections 134-7 to 134-9 and 134-21 to 134-27 of Hawaii law.

Maintains existing exemptions for active state and county law enforcement officers, armed forces members, mail carriers, and authorized organization members.

Allows retired officers to carry firearms without compliance with Hawaii's firearm registration and other regulatory requirements, provided they meet federal qualification standards.

Takes effect upon approval.
