Defines "commercial dog breeder" as anyone who has sold, whelped, transferred, or given away 10 or more litters or 30 or more dogs in the preceding 12 months, and establishes requirements for breeders and pet stores.

Requires breeders to provide written disclosure to purchasers containing the dog's birth date, breed, medical history, inoculations, veterinary treatment, and a statement that the dog has no known disease or illness at time of sale.

Prohibits breeders from selling dogs with diseases or conditions requiring hospitalization or nonelective surgical procedures, with penalties ranging from $1,000 and 30-day sales prohibition for first offense to $10,000 and one-year sales prohibition for fourth offense.

Entitles purchasers to refunds, exchanges, or veterinary fee reimbursements (up to 150% of purchase price) if a dog becomes ill within 15 days from a pre-existing condition, or receives a refund and veterinary reimbursement if the dog dies within 15 days.

Establishes mandatory care standards including sanitary facilities, adequate nutrition, appropriate space, rest boards, socialization, hand-washing, and veterinary care, while prohibiting wire flooring as primary housing.
