Authorizes counties to enact ordinances regulating abandoned real property, including registration, maintenance, and security requirements.

Limits registration ordinances to properties subject to foreclosure proceedings, defined as vacant properties under notice of default and either retained by the mortgagee after foreclosure sale or transferred via deed in lieu of foreclosure.

Requires owners to maintain abandoned properties according to sanitary and building codes with monthly inspections, and to secure properties by locking openings, reglazzing windows, and filling excavations or pools.

Defines "owner" broadly to include holders of legal or equitable title, mortgagees in possession, agents, trustees, and court-appointed persons with control of the property.

Compliance with county ordinances does not relieve owners of obligations to pay real property taxes or fulfill covenants, conditions, restrictions, or homeowners association bylaws.
