Authorizes the Office of the Ombudsman to investigate contracted correctional facilities that hold Hawaii inmates, including private and out-of-state facilities.

Defines "contracted facility" as any correctional facility with which the Department of Public Safety has contracted to hold inmates, and includes all officers and employees thereof.

Requires all Department of Public Safety contracts with correctional facilities to mandate full cooperation and participation in ombudsman investigations under Chapter 96.

Amends the ombudsman's authority to allow visits to correctional facilities at suitable hours during investigations.

Appropriates funds for fiscal year 2011-2012 to cover expenses and staffing needs for the ombudsman's expanded jurisdiction over contracted facilities.
