Prohibits any person from possessing Pacific blue marlin (Makaira nigricans) for the purpose of sale, importation, exportation, trade, or distribution.

Exempts individuals holding a department of land and natural resources license or permit for research and education purposes from the prohibition.

Establishes penalties including first offense administrative fine of $5,000-$15,000; second offense fine of $15,000-$35,000 plus potential seizure and forfeiture of fish, licenses, vessels, and equipment; third or subsequent offense fine of $35,000-$50,000 or up to one year imprisonment or both, plus seizure and forfeiture.

Authorizes the department to adopt rules and assess additional administrative fees, costs, and attorney's fees in violation cases.

Takes effect July 1, 2011.
