Establishes a Correctional Institutions Oversight Commission administratively attached to the office of the state auditor to monitor conditions in Hawaii's prisons and jails independently of the Department of Public Safety.

Commission consists of 14 members: three appointed by the governor from each county and the chairs of the house and senate standing committees with jurisdiction over public safety.

Requires commissioners to conduct at least two unannounced visits per facility annually, file reports within two weeks, post findings on a public website, and meet quarterly to discuss conditions and recommendations.

Mandates cooperation from correctional officials with the commission and establishes safeguards to protect individuals who communicate with the commission from retaliation.

Appropriates $100,000 for fiscal year 2011-2012 and $100,000 for fiscal year 2012-2013 for training, travel, and other commission expenses; takes effect July 1, 2011.
