Creates new criminal offense for human consumption of or trafficking in dog, cat, or equine animal meat in Hawaii Revised Statutes Chapter 711.

Prohibits intentional killing of dogs, cats, or equines for human consumption; selling, trading, or bartering their meat; consuming or possessing such meat; and transferring it between persons.

Exempts registered animal shelters, veterinary clinics, pet cemeteries, pet crematoriums, scientific research activities, and pet owners disposing of deceased pets from the prohibition.

Defines "dog, cat, or equine animal meat" as the carcass or part of a carcass of these animals, and "sells" as transferring to another for consideration.

Violation is classified as a misdemeanor offense; effective upon approval.
