Requires each county animal control officer or agency to administer a permit program for dog breeding, subject to local ordinances.

Dog breeders must obtain annual breeding permits valid for 12 months at a cost of $100 per dog, renewable annually, and must report the number of live births and litter composition.

Defines "dog breeder" as any person, firm, pet store, or entity that has sold, whelped, transferred, or given away 10 or more litters or 30 or more dogs in the preceding 12 months, including internet sales.

Requires county animal control to inspect permitted breeding premises at least twice per year without prior notice, with inspectors able to assess inspection fees listed in a public schedule.

Violations of any provision are subject to civil penalties of up to $1,000 per violation, and refusal to allow inspection is grounds for permit suspension or revocation.
