Amends the definition of "sailing school vessel" under Hawaii Revised Statutes Section 200-1 to add a requirement for valid United States Coast Guard certification.

Requires sailing school vessels to obtain and maintain a valid certificate of inspection from the U.S. Coast Guard under Title 46 Code of Federal Regulations Part 169.

Applies to vessels less than 500 gross tons carrying six or more sailing school students or instructors, owned by tax-exempt organizations, and operated to provide sailing instruction and therapeutic or educational services to youth.

Effective date: July 1, 2011.
