Transfers jurisdiction over Waiahole and Waikane valleys from the Hawaii Housing Finance and Development Corporation (HFDC) and Department of Land and Natural Resources (DLNR) to the Hawaii Community Development Authority (HCDA), effective July 1, 2011.

Transfers ten specific parcels of DLNR land totaling approximately 106 acres to HCDA, along with all other lands comprising Waiahole and Waikane valleys.

Requires HCDA to offer new leases to existing permit holders and lessees on the same terms as other HFDC lessees within the Waiahole agricultural park.

Designates lands in Waiahole valley (including the related Waikane valley) as important agricultural lands under Hawaii Revised Statutes chapter 205.

Stays all eviction proceedings for affected lots pending disposition of new leases and transfers employee functions, records, and property related to the valleys to HCDA.
