Extends the eviction moratorium for qualifying Kahana Valley State Park residents from two years to four years, allowing residents who lived there before 1987 or hold long-term leases to remain through the planning process.

Authorizes the Department of Land and Natural Resources to negotiate and enter into long-term residential leases for state parks between 5,000 and 6,000 acres with qualified residents and those identified in an approved living park master plan.

Requires residents contributing to interpretive programs to provide at least 25 hours of monthly service to benefit the state living park as a condition of long-term lease eligibility.

Directs the Department of Land and Natural Resources to submit progress reports to the legislature by 2012 and a final report by 2013 regarding implementation and any proposed legislation.

Becomes effective on June 30, 2011.
