Requires state agencies to review all existing community plans during their planning process before taking actions that impact a community.

State agencies must consider plan provisions, make reasonable efforts to conform to plans when possible, and report in writing any conflicts between their intended actions and community plan provisions.

Defines "community plan" as plans finalized and publicly available on or after January 1, 2006, that were developed by communities in partnership with government, in response to government requests, or by neighborhood boards or community organizations.

Defines "state agency" as any office, division, department, or instrumentality of the State, and "action" as implementation of programs, projects, or initiatives.

Effective upon approval.
