Adds new section to Hawaii Revised Statutes Chapter 651 to exempt federal disability benefits awarded to veterans for service-connected disabilities under Title 38 United States Code chapter 11 from creditor claims.

Protects veteran disability benefits from attachment, levy, or seizure under any legal or equitable process, consistent with federal law protections.

Prohibits awarding veteran disability benefits to any other person.

Carves out exception for the portion of service-connected disability benefits subject to child and spousal support enforcement under Title 42 United States Code section 659(h)(1)(A)(ii)(V).

Takes effect July 1, 2011, and does not apply to actions filed before the effective date.
