Exempts liquor licensees from liability for certain violations if they have an approved security plan from the liquor commission and act in good faith to implement it.

The security plan must be designed to prevent consumption of liquor by minors.

Committee expressed reservations about whether good faith compliance is adequate to prevent minors from accessing liquor and whether the measure allows conduct at large facilities that would be prohibited elsewhere.

Sets effective date of July 1, 2050, to allow for further legislative discussion and refinement of the policy.

Committee recommends passage while remaining actively involved in developing an appropriate permanent resolution to the issues raised.
