Authorizes a portion of conveyance tax revenues under section 247-7 to be deposited into the Kahoolawe rehabilitation trust fund for long-term restoration of Kahoolawe Island.

Amends section 6K-9.5 to add conveyance tax revenues as a funding source for the trust fund, alongside federal appropriations, legislative appropriations, grants, donations, and investment returns.

Establishes that a specified percentage of annual conveyance tax collections shall be paid into the Kahoolawe rehabilitation trust fund (specific percentage amount not filled in the bill text).

Addresses the insufficiency of the existing trust fund, which was created in 1994 with $44,000,000 in federal unexploded ordnance cleanup funds that are dwindling over time.

Takes effect upon approval.
