Authorizes bingo to be conducted by one licensed operator at a single site on Hawaiian home lands as an exclusive revenue source for native Hawaiians.

Establishes the Hawaii Bingo Commission within the Department of Commerce and Consumer Affairs to regulate bingo operations statewide, including licensing, taxation, and criminal enforcement.

Sets standards for proper conduct and methods of bingo gaming throughout the State.

Supported by the Sovereign Councils of the Hawaiian Homelands Assembly.

Opposed by the Honolulu Police Department, United Methodist Church, and Hawaii Coalition Against Legalized Gambling.
