Authorizes the Hawaiian Homes Commission to approve casino gaming operations on Hawaiian homelands and designate specific parcels for gaming after consulting with beneficiaries of the Hawaiian Homes Commission Act.

Establishes the Hawaii Gaming Commission within the Department of Commerce and Consumer Affairs with five members appointed by the governor to regulate casino gaming operations and award licenses to qualified corporations.

Imposes a wagering tax on monthly gross receipts from casino gaming operations at a rate to be determined, with the commission retaining a portion for administrative costs.

Allocates wagering tax revenue after administrative deductions as follows: 20 percent to the general fund and 80 percent to the Hawaiian home lands trust fund for community development.

Restricts casino gaming operations to Hawaiian homelands only and requires the commission to adopt rules under chapter 91 to implement the new gaming framework.
