Adds "zip line" to the definition of "amusement ride" under Hawaii Revised Statutes Section 397-3, bringing zip lines under the state's boiler and elevator safety inspection regime.

Requires zip line operators to obtain a "permit to operate" from the department and submit proof of liability insurance issued by an authorized insurer with coverage amounts sufficient for the scope of operations.

Mandates semi-annual inspections of zip lines by the department, consistent with existing inspection requirements for major amusement ride devices.

Establishes a civil penalty of up to $10,000 for operators who fail to carry the required liability insurance for the entire period covered under a permit to operate.
