• Authorizes the Director of Business, Economic Development, and Tourism (DBEDT) to establish, increase, decrease, or repeal fees for services rendered to business entities, subject to chapter 91 procedures.

• Allows the director to assess fees for copies of publications, reports, or materials prepared by the department, with authority to reduce or waive fees for nonprofit organizations.

• Creates the Business Development Fund as a special state treasury fund to receive all revenues, fees, and fines collected by DBEDT, to be used for department operations and personnel training.

• Requires the director to submit an annual report to the governor and legislature describing expenditures from the Business Development Fund, including non-payroll operating expenses.

• Amends chapter 92-28 to add Title 13 to the list of statutory chapters where governmental agencies may increase or decrease fees up to 50 percent without exceeding specified cost parameters.
