Transfer title of all state lands on Sand Island under Department of Land and Natural Resources control to the Hawaii Community Development Authority (HCDA) upon the bill's effective date.

Transfer planning and zoning authority over Sand Island real property from the City and County of Honolulu to the HCDA for lands designated under Hawaii Revised Statutes section 6E-36.

Transfer all rights, powers, functions, and duties related to Sand Island from the Department of Land and Natural Resources and City and County of Honolulu to the HCDA.

Transfer all appropriations, records, equipment, contracts, and documents related to Sand Island functions to the HCDA; existing rules and agreements remain in effect with references updated to the HCDA.

Effective date is July 1, 2011; during the interim period before effectiveness, the Department of Land and Natural Resources cannot make decisions on Sand Island matters without HCDA concurrence.
