Replaces specific benchmarks with broader "strategic goals, outcomes, and performance indicators" for the University of Hawaii to meet state citizens' needs and become a foremost educational, research, and service center.

Requires the University of Hawaii to periodically review its strategic goals, outcomes, and public higher education needs of the State.

Mandates the Board of Regents apply the university's strategic goals and outcomes in developing budget requests to the legislature.

Requires the University of Hawaii to submit a biennium report on strategic outcomes and performance measures to the legislature no later than twenty days before the regular legislative session in the second year of each fiscal biennium.

Removes the requirement for periodic review of all instruction, research, and support programs at each campus.
