Extends allocation of Hawaii tobacco settlement special funds to the University of Hawaii John A. Burns School of Medicine until June 30, 2015.

Beginning in fiscal year 2012-2013, reduces the percentage of tobacco settlement funds allocated to the medical school each year while increasing deposits to the general fund by the same percentage.

Requires the University of Hawaii to submit detailed accounting reports to the Legislature before regular sessions from 2012 to 2015 on all revenues and expenditures for the medical school's operating costs and appropriations.

Encourages the medical school to gradually reduce reliance on tobacco settlement funds and achieve greater financial self-sufficiency.
