Establishes "criminal waste of water" as a petty misdemeanor offense in Hawaii Revised Statutes Chapter 712.

Prohibits knowingly allowing water from a person's property to flow onto impervious areas (streets, drains, etc.) in a constant stream for one hour or more.

Prohibits knowingly operating a permanently installed irrigation system with a broken sprinkler head or nozzle that causes water to flow constantly onto impervious areas for one hour or more.

Establishes graduated penalties: $50 fine for first offense, $100 for second offense, and $1,000 for third or subsequent offenses.

Takes effect upon approval.
