Establishes the Feral Animals Council within the Department of Land and Natural Resources to coordinate policy, planning, and control efforts for harmful feral animal populations across the state.

Council composition includes the chairperson of the board of land and natural resources, chairperson of the board of agriculture, director of transportation, director of health, professional animal control specialists from each county, and representatives from federal agencies, the legislature, and private sector as needed.

Council must meet at least twice annually and submit reports to the governor and legislature prior to each regular legislative session, addressing activities, findings, recommendations, and budgetary issues.

Designates the Department of Land and Natural Resources as the lead agency for feral animal control and requires submission of a biennial multidepartmental budget proposal 40 days before odd-numbered year legislative sessions.

Authorizes departments to examine, control, or relocate feral animal species on public and private property with reasonable notice to owners; allows court-ordered entry if owners refuse access or fail to comply with control orders.
