Exempts individual producers of hand-pounded poi from state food-safety laws when selling directly to consumers, provided they meet specified conditions to preserve traditional Hawaiian food-preparation practices.

Requires hand-pounding sites to maintain working sinks and producers must display a consumer advisory statement warning that the product was not prepared in a Department of Health approved facility and may increase risk of foodborne illness.

Authorizes the Department of Health to issue cease and desist notices to terminate poi distribution or sale if public health complaints are received after conducting a public hearing.

Includes definitions for "hand-pounded," "pahaku kui ai" (stone poi pounders), and "papa kui ai" (poi pounding boards).

Sets effective date of July 1, 2050, to encourage further discussion before implementation.
