Adds new Part II establishing quarry regulations, including definitions of quarries as open-pit dig sites for commercial mineral extraction including sand, rock, gravel, and aggregate.

Requires any agency granting quarry permits to hold a public hearing in the geographical region where the quarry is located upon any application for a permit modification.

Mandates written notice of permit modification hearings be mailed to persons requesting advance notice and posted on the agency's website, including the quarry name, summary of proposed modification, and hearing details.

Amends Section 342H-54 to require the director adopt rules mandating public hearings for all landfill permit modifications in the geographical area affected, adhering to state administrative and open meetings law procedures.
