Establishes an "Asia-Pacific Economic Cooperation nation program" within the Hawaii legislature (House of Representatives and Senate).

Program organization and structure to be determined by the rules of each chamber.

Includes a host country day event for each legislative day during the twenty-one days prior to the end of the 2011 regular session to acknowledge a different APEC member country's flag and national anthem on their national day.

Takes effect upon approval and automatically repeals on December 31, 2011.
