Extends the sunset date of the starlight reserve advisory working committee from June 30, 2011 to June 30, 2012.

Appropriates $745,000 for fiscal year 2011-2012 and $745,000 for fiscal year 2012-2013 to the office of aerospace development within the department of business, economic development, and tourism.

Funds allocated include $400,000 for the Pacific International Space Center for Exploration Systems, $125,000 in matching funds for University of Hawaii to qualify for National Science Foundation grants, $75,000 for NASA habitat demonstration unit installation, and $40,000 for a full-time administrative assistant.

Provides support for the aerospace advisory committee, starlight reserve advisory working committee, Pacific International Space Alliance, federal and foreign government outreach, and public education and community outreach related to aerospace development.

Takes effect on July 1, 2011.
