Requires the Department of Land and Natural Resources to notify mooring permit holders within five days of permit expiration by certified mail or personal service, including information about any other permits expiring within 30 days and reinstatement requirements.

Allows holders of expired mooring use permits to reinstate their permits within 30 days by paying a one-time penalty fee plus all other applicable fees and charges owed at that time.

Allows holders of expired non-mooring use permits to reinstate their permits by paying the applicable renewal fee plus any penalty fees owed, as provided by the department.

Takes effect on July 1, 2011.
