Establishes a statewide automated victim information and notification system administered by the Department of Public Safety to notify registered crime victims of offender status changes via telephone or email.

Requires automatic notifications when an offender is transferred between facilities, transferred to another agency, released on temporary leave, discharged, or escapes custody.

Requires automatic notifications when an offender has an upcoming parole hearing or experiences a change in parole status, including supervision status changes.

Permits victims to access current offender status reports via toll-free telephone and public website, with 24/7 live operator assistance available.

Appropriates $400,000 for fiscal year 2011-2012 and $289,000 for fiscal year 2012-2013 to establish and maintain the system; takes effect July 1, 2011.
