Requires the Department of Land and Natural Resources to establish and record a 2,000-foot conservation easement coastal buffer zone on all state-owned lands on the island of Hawaii (approximately 98.4 miles of coastline).

Designates the buffer zone as a permanent no-build area (except for necessary park buildings) that cannot be sold, mortgaged, transferred, traded, or rezoned.

Exempts harbor expansions and structures with approved building permits prior to the effective date from the construction termination requirement.

Establishes the easement to preserve cultural sites, promote sustainable fishing practices, preserve beach access, protect coral reefs from sedimentation damage, and provide recreational opportunities for Hawaii residents and visitors.

Defines "Ala Kahakai National Historic Trail" as the shoreline from Upolu Point in North Kohala District to Hawaii Volcanoes National Park.
