Amends Section 209E-2 of Hawaii Revised Statutes to add a new definition of "long-term care facility" that includes skilled nursing facilities, nursing facilities, nursing homes, and other similar adult care facilities licensed by the State to serve the elderly.

Expands the definition of "service business" in the Enterprise Zone program to include care provided in long-term care facilities as a qualifying service activity.

Restructures the "service business" definition to organize existing qualifying services (ship/aircraft repair, telecommunications, IT services, medical/health care, education/training) into a numbered list format.

Allows long-term care facilities to qualify for enterprise zone tax incentives and benefits by classifying them as service businesses under the program.

Takes effect upon approval.
