Establishes the Office of Planning's role in coordinating smart growth principles across new and existing communities in Hawaii, including gathering and disseminating information to counties, nonprofits, and developers on smart growth development practices.

Defines ten smart growth principles: housing diversity, walkable neighborhoods, community collaboration, distinctive communities, predictable development decisions, mixed land uses, open space preservation, transportation variety, infill development, and compact building design.

Requires the Office of Planning to serve as a single point of access for individuals and organizations needing guidance on state processes and regulations for smart growth projects.

Mandates the Office of Planning to submit annual reports to the legislature on its smart growth activities and project implementations, due 20 days before each regular legislative session.

Amends the Office of Planning's statutory purpose to include developing and promoting smart growth principles and updates its functions to include smart growth planning and infill development coordination.
