Requires participating sustainable communities to generate at least 50% of energy onsite using alternative sources, divert 75% of solid waste from landfills through recycling programs, implement wastewater treatment and recycling systems, and conserve water through methods like rainwater harvesting.

Designates energy resources coordinator to convene an ad hoc advisory committee including state and county officials to develop sustainability agreements and oversee compliance with development plans tailored to each project.

Mandates participating communities designate at least 50% of land as open space (excluding golf courses), remain publicly accessible as non-gated communities, reserve 30% of units as affordable housing, and provide free public access to nearby cultural sites, beaches, and recreational areas.

Establishes 360-day expedited permit review timelines for energy, solid waste, wastewater, water, and land use applications, with permits deemed approved if no decision is rendered within that period; requires community association formation within one year of occupancy.
