Removes restrictions limiting only the State to register or obtain title to lands accreted along the ocean, allowing private property owners and other persons to apply for accretion claims.

Eliminates the requirement that applicants notify the Office of Environmental Quality Control and obtain published notice in the office's periodic bulletin before registration or quiet title actions can be approved.

Maintains the requirement that accretion must be natural, permanent (existing for at least 20 years), and considered within the conservation district unless the Land Use Commission designates otherwise.

Permits private property owners whose eroded land has been restored by accretion to file accretion claims and quiet title actions to regain ownership of the restored portion.
