Attorney General shall coordinate a comprehensive review of diverting drug possession offenders into treatment instead of criminal prosecution or imprisonment.

"Drug possession offenders" includes those accused of felony marijuana possession of any grade and class B or C felony possession offenses involving other drugs.

Review must address the number of potentially diverted offenders, effects on law enforcement and court resources, treatment service needs and costs, and public safety impacts including whether to exclude offenders with violent histories.

Attorney General shall consult with police, prosecutors, judges, corrections administrators, public health experts, drug treatment providers, and legal service providers during the review process.

Attorney General must submit report of findings and recommendations within one year of the Act's approval.
