HB1436 Summary

• Establishes a working group on private-public management of small boat harbors within the Department of Land and Natural Resources to pursue a demonstration project at Honokohau marina and small boat harbor on Hawaii island.

• Working group shall include the DLNR boating and ocean recreation administrator, director of business/economic development/tourism, Hawaii County mayor, a governor's representative, and three members from the Hawaii Fishing and Boating Association representing different marine user categories.

• Creates a five-year demonstration project with a nine-member executive board appointed by the governor to manage and operate Honokohau marina, including approximately 58.81 acres of existing harbor and 17.70 acres of adjacent fast lands.

• Board shall establish operations guidelines regarding fee schedules, enforcement, and performance standards; DLNR shall transfer management of the area to the board and provide support services while adopting rules based on board recommendations.

• Establishes a special fund to receive revenues and fees from marina users, with all moneys appropriated for operation, maintenance, management, and development of the marina; working group must report findings to legislature by January 2012 and cease to exist June 30, 2012.
