Removes the provision allowing landowners to designate up to 15 percent of their agricultural district property as urban, rural, or conservation land regardless of agricultural suitability.

Eliminates the restriction preventing the Land Use Commission from designating additional lands as important agricultural land if the majority of a landowner's existing holdings are already so designated.

Requires that any reclassification of agricultural land to urban district must be consistent with relevant county general and community development plans.

Aligns state law with Article XI, Section 3 of the Hawaii Constitution, which mandates conservation and protection of agricultural lands and requires the legislature to establish standards and criteria for this purpose.

Becomes effective upon approval.
