Directs the Pacific Aquaculture and Coastal Resources Center at the University of Hawaii at Hilo to conduct a feasibility study for developing a public entity on Hawaii island modeled after Honolulu's Pier 38 commercial fishing village.

Study shall examine seller, buyer, and product demographic information including types and numbers of fishers, fish catch locations and quantities, and buyer types and desired products.

Study shall analyze market information including existing selling and purchasing methods, feasibility of an auction process, fish processing capabilities, and quality and safety controls.

Study shall evaluate location options including existing fishing areas, pier space and land adequacy, infrastructure improvement costs, potential revenues, environmental impacts, and federal and state regulatory compliance.

Requires submission of study findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2012 regular legislative session.
