Requires motor vehicle fuel manufacturers, distributors, refineries, and jobbers to offer identical volume discounts to all gasoline dealers and retail service stations, including those operating through cooperative purchasing agreements.

Authorizes independent gasoline dealers to participate in or establish cooperative purchasing agreements with other dealers to obtain volume discounts on gasoline purchases and reduce costs for dealers and consumers.

Protects cooperative purchasing agreements from antitrust challenges by explicitly stating such agreements shall not be considered illegal restraint of trade, conspiracy, monopolistic conduct, or price-fixing.

Takes effect on July 1, 2012.
