Expands the offense of escape in the second degree to include persons who fail to present themselves to a correctional or detention facility at the ordered time.

Changes the penalty for failing to report to a correctional or detention facility from contempt of court (misdemeanor) to a class C felony offense of escape in the second degree.

Department of Public Safety testified in support of the measure; the National Association of Reformed Criminals opposed it.

Committee on Public Safety & Military Affairs recommended passage and referral to the Committee on Judiciary.
