Amends Hawaii Revised Statutes Section 353-11.5 to establish that any person entering state correctional or detention facility grounds is deemed to have given consent to searches for weapons or contraband, including vehicle searches.

Requires warning signs to be posted at reasonable intervals along correctional facility boundaries informing the public of restricted access policies and the implied consent search provision.

Maintains existing restrictions on who may enter correctional facilities without permission from the facility administrator or director, excluding only department of public safety employees, Hawaii paroling authority members, and specified personnel.

Establishes that violations of the restricted access provision remain a misdemeanor offense.

Takes effect upon approval.
