Justification cites concerns about incumbent re-election rates and lack of competitive races, noting that 92 percent of House incumbents and 100 percent of Senate incumbents were re-elected in 1990 despite limited opposition.

Amendment takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution.
