Adds new section to Chapter 200, Hawaii Revised Statutes requiring persons or entities providing commercial excursions using state boating facilities to ensure passenger safety through crew supervision.

Applies to excursions that disembark fare-paying passengers in counties with populations of 200,000 or less where passengers are expected to visit state property adjacent to quasi-public property.

Requires all passengers while ashore to be accompanied by and remain under active supervision and direction of a crew member qualified to render emergency care at all times during the excursion.

Defines "quasi-public property" as a beach park transferred from a private entity to a county in perpetuity for park and recreational purposes, which may be adjacent to state property designated as a marine life conservation district.

Takes effect January 7, 2059.
