Establishes a full-time cultural monitor position within the department of public safety, exempt from civil service and collective bargaining chapters.

Assigns the cultural monitor to advise the division of corrections on enforcement of religious and cultural practice rights for native Hawaiians held in private out-of-state detention facilities.

Directs the state auditor to audit the department's out-of-state prison contracts, focusing on safeguards for constitutional rights of native Hawaiian inmates regarding religion and culture.

Requires the auditor to report findings and recommendations to the legislature no later than twenty days before the 2012 regular session convening.

Takes effect upon approval.
